[wxqc] Rainfall at time change

I was processing some weather data and began wondering about how readings
are handled during the change from Standard Time to Daylight Savings Time
and vice versa.  I'm assuming that temperature readings could be
extrapolated but what if there is a significant amount of rain that falls
during those periods.  How does software handle that?  Is there a separate
cumulative total that is kept for a month that could be different than the
sums of the individual days?
