[wxqc] not dialing

I am on a dial up network and I guess within the past 2 weeks or so my VWS 
with VSPARS has ceased dialing automatically. I am set for 20 min intervals 
and  have in the past dialed very nicely and then hung up.  Now I don't seem 
to dial at all unless I do it manually.  I suspect a windows automatic 
update but I have nothing to base that on.  Anyone have any ideas on how I 
might fix this problem?
