[wxqc] Official Station High -- Analysis Information Absent

It turned out that the long term analysis temperature charts were 
failing due to the version of gnuplot that was installed..... This is 
now fixed.

However, the graphs don't change for any short analysis period -- they 
always display the most recent day or so. To get historical graphs, you 
have to click on the graph and go to the graph page, and then you can 
choose the date.
