[wxqc] Erroneous mail last night about no data seen

Something happened last night and everybody got told that no data had 
been seen for 0 days from their stations. I'm still not sure what 
happened. Half the code know that data was flowing, and the other half 
did not. In any case, I've fixed it so that that it will never say '0' 
days again!
