I'd guess a process is dead in the server.  I got a zero day warning also,
but I'm current at MADIS and FINDU.

You can ping Phil's server, but the web server times out on my Windows
machines.  A Linux box that has a much longer timeout eventually loads the
QC page for my station and looks normal.  

Perhaps Phil is traveling, as he's usually pretty quick to respond to this
sort of thing.
