[wxqc] Detecting Heating Problems

We've had windy conditions for the past couple days. This got me to thinking
that it should be possible to detect if a station has heating problems by
comparing readings during calm conditions to readings during windy
conditions. If a station matches surrounding stations during windy
conditions but has a higher temperature when sunny and calm (as compared to
neighbors), would that not indicate the shelter for the thermometer is
inadequate? Could one then use these findings to extrapolate what the likely
true temperature really was? Does the analysis software do any processing
like this, or does it just do a straight comparison between neighbors?
