I have been running a LaCrosse 2317CP since December 2005. . . 24/7. . . and I haven't experienced the problem with my rain gauge that you are. . . in fact I have never had a problem with my rain gauge except when the wind is blowing really hard and blows the rain across the top of the gauge. . . I usually record about half of what has actually fallen on very hurricane windy days. . . I am running my station wireless. . .and change the batteries every 6 months. . . a couple of times less than 6 months when we had extremely hot weather and one winter very cold weather. . . 

I don't use Weather Display. . .I connect through WU software using the direct serial access. . .if you haven't tried that, I suggest you give it a try. . .
