[wxqc] Rain measurements with high wind.

>From what I've seen, it's certainly possible for the wind to blow rain past the opening, or a torrential rain to overwhelm the gauge.  My suggestion is to get a good standard rain gauge and place it beside your current gauge and compare the readings.  That is how mine is set up.  So far, they've been pretty close.
