[wxqc] Rain measurements with high wind.

Al,

Not only that, but if you're using a tipping bucket instead of a manual 
gauge, surely the tips were not keeping up with the volume of water 
coming down. Still, the storm was moving quickly and I don't think you 
are under by too much. That's still a lot of water for such a short 
period of time.

Just out of curiosity, what sort of wind/hail did you here there in the 
Ottawa area (specifics)?
