[wxqc] Rain measurements with high wind.

This area, south of Kansas City, just had a significant rain and wins event. 
I only recorded .79 inches during this storm.  I am certain that much more 
rain fell based on fields, roads, and buckets.

I suspect that the wind actually blew most of the rain moisture over the top 
of the rain gauge opening.

Has any one else experience anything like this and does any one have a 
solution to this phenomenon.
