[wxqc] Status of RADAR at EWX

Let me see if I can find the status messages.  I haven't been keeping them.

There's a lot of ongoing work to upgrade all the WSR88D systems to Build 
10 of the Radar Product Generator, which will take reflectivity 
resolution from 1000m to 250m.  Could be going on at EWX now.  That 
said, I'll try to make a call tomorrow.
