Well....Skywarn people don't necessarily have a weather 
station...they would observe tornadoes, etc....but would a Skywarn 
person typically have the ability to set up a weather station at an 
event location?  I have been checking into Skywarn and they care more 
about you having a ham license than a weather station.

As far as COOP...is a COOP person going to de-install his NWS 
provided weather station and move it for a weekend or week long event 
and "abandon" his home location?  I don't think the typical COOP 
person is going to have a "spare" system to temporarily set up at 
some other location.

It just happens my weather station is a half mile from the event 
location, certainly enough to have comparable weather conditions not 
requiring moving my weather station to give them accurate weather 
information for the show location.

I first thought they meant a Skywarn type person to "warn" them of 
impending bad weather so they could close things up before bad 
weather hit.  It seems for insurance purposes they aren't trying to 
protect the people, but just validate there was bad weather, i.e. too 
cold, it snowed, it rained, or the wind blew too hard, any condition 
that would reduce attendance or close the event down for X hours or days.

In fact, they set the rates based on how much rain there would have 
to be to file a complain.  For instance, you could say you would 
tolerate .2" of rain but if more then that you would want to file a claim.

The weather observers that are hired are sent to the site to observe 
the wind, snow, rain, tornado or whatever would disrupt the 
event.  The other option is to get the data from a closeby NWS 
station.  In this case the closest NWS station is further than they 
allow for weather validation.  They didn't say anything about 
accepting ASOS or AWOS station data as there is an AWOS station about 
3 miles away.
