[wxqc] Where Did This Bad Data Come From?

Noticed a recent spike in my graphs on FindU that does not show up locally 

Station: WX2CHS (AP536)...
 
It's a steady light rain and stagnant temp, so this anomoly was obvious:

Note the 4th from the bottom, there's an observation from 030830z. 
 
Where did that come from? Why does the graph and weather data link think
it's from 031718Z instead of the time included in the observation? Can
someone please purchase this from the system?
