[wxqc] WeatherLink Does Not Upload All Data to CWOP

This is what I use to start Weatherlink. Steve has it set up to start 
the bulletin for you with the checking of a box.
It works well, I would recommend it. You can use it to start any 
executable program. Hope this helps.
