[wxqc] WeatherLink Does Not Upload All Data to CWOP

I just had someone point out to me that WeatherLink software does not
provide complete data to CWOP unless it is running in "Bulletin" mode.
And, you can't automatically start WeatherLink software in Bulletin
mode, you must start WeatherLink and then manually switch to Bulletin.
That means that you can not just put WeatherLink in your Startup folder
or run WeatherLink as a "Service" and provide complete information to
CWOP.
 
I consider this a real problem with WeatherLink and I hope that all of
you CWOPers that are using WeatherLink (that's the majority of you) have
emailed or called Davis to complain.
