[wxqc] Raw WX Data Question

I leave Weatherlinks "Weather Bulletin" page active at all times.  The
window can be minimized using normal Windoze function, but the bulletin
needs to be active.  But, I thought it needed to be started for ANY data
upload function, though perhaps I have that wrong.
