[wxqc] WeatherLink 5.7.1

I just checked my Envoy, and it does indeed have an internal clock. It seems
that unless Davis posts a firmware update for the Wireless Envoy, we may
need to set it manually on the new DST date.

Someone should check on the Envoy question - I'm running out the door and
can't look right now. I had a bug with Weatherbug where the problem was the
clock in my Envoy, so I think it has its own internal notion of the clock.

I've just installed w/o any apparent issues. Updates appear to work fine. I
looked into the firmware update, but it seems that Davis only lists one for
the console - not the wireless Envoy. I'm not sure that makes a difference,
as I believe the Envoy uses the system time instead of an internal clock.
