[wxqc] Erroneous Rainfall on CW8328

For some unknown reason, my station showed a huge rainfall (~10 inches) 
on Dec 9 from 15:40 to 17:20 UTC (8:40-10:20 AM MST).  However, it was 
not raining, nor was there any melting snow.  I don't know if a 
prankster was pouring water in the rain gage or if my Davis Wireless 
Vantage Pro is having problems.  The only time I've seen anything like 
this is when a twig got stuck in the opening and held the tipping bucket 
with the magnet centered over the reed switch; any vibration would cause 
the switch to toggle.

Another problem was the loss of signal from the sensor suite transmitter 
from 18:20 to 18:40 (UTC) on Dec 8 and from 1:15 to 3:40 on Dec 9.

I've deleted the bad data from Weather Underground.
