[wxqc] Davis VP Firmware Update

Hi Mark,
If you interupt WeatherLink (e.g. restart), I'm pretty sure WeatherLink
takes 24 hours of continuous operation to derive the 24 hour rainfall
parameter. This parameter, along with the 10 minute (peak) gust and 1
hour rainfall parameters, are not sent from the Davis station console
but rather need to be derived in memory by the WeatherLink application
over the period of the parameter's time intergration.
So... wait 24 hours and then check to see if the parameter is encoded
into the APRS/CWOP message.
