[wxqc] CW7166 off the air (for now)

I wish my neighbor would do the same. Frankly, I'm tired of his
obviously bad data showing up on weatherunderground. It really does
nobody any good. Currently, he'd producing a lot of bad temperature
and humidity data. His wind tends to spike in rainy weather, too.
