[wxqc] WMR-968 wind direction

I've had my anemometer installed over 7 years and never had to climb up to do any repairs on it. I have the small size solar cell on it and no extra batteries in it. It has lost communications maybe once or twice a year but I was always able to get it back by resetting the base station. Not that I'm overly impressed by OSI's quality or service but I consider myself lucky on that one.
