[wxqc] Intermittent Weather Data

The combination of the new third server config getting stable, and first
growing a new hard drive might have had a positive effect. We took
first down hard as soon as I notified the list, rather than waiting for
confirmation that it was out of rotate. The decision was based on
trying to make sure we salvaged as much (turned out it was virtually
all) of the data on the drive.
After the rebuild, and some diagnostics, we brought the system back up,
and into rotate. It's now got a modest load of 75 connections.
I'm not sure if you had a network problem or not, I'm not sure I could
readily find your home system as comcast doesn't support real, external
network diagnosis.
