[wxqc] Intermittent Missing Data

Hi,

For me in the past I had the same problem with missing data. I changed my upload time from 0 15 30
45 minutes past the hour to 11,26, 41 & 56 minutes past the hour to avoid the traffic jam. I would
recommend users having this problem to change there upload time to different times and see how it
goes.
