[wxqc] first.aprs.net emergency maintenance

first.aprs.net is going down today for an emergency disk replacement. 
We're seeing hardware errors and file system corruption over the last 24 
hours.  We hope to get the system restored before 5pm CDT today.  I've 
asked that rotate.aprs.net be updated to remove first until we get the 
system back up.
