[wxqc] Intermittent Missing Data

There may be something causing this that is not directly related to how
rotate works. The software that uploads my CWOP data uses the core server
rotation first, and if that fails, it tries a few tier2 servers. My data has
no gaping holes:

and if I read the raw data right, there is only one packet that ended up
going to a tier2 server:

Are the stations showing dropouts using a different subset of submitting
programs than the stations with no dropouts?
