An easy fix for an NTP server is pool.ntp.org
 
Look at www.pool.ntp.org for details. Basically, you get assigned a random
NTP server rather than depending on just one, and without burning up the
bandwidth to the big ones....  time.nist.gov for example. I don't think most
of us need Stratum 1 accuracy for our purposes. In my experience, the
servers that you get via pool.ntp.org are accurate to less than 100 ms after
all the jumping around the net.

I just realized the default time servers for windows XP have gone away for a
list of current servers go to
http://boulder.nist.gov/timefreq/service/its.htm
The way I found out I tried to update my clock manually and I got an error
message from both of the default servers. 
To fix just type in one of the servers preferably the one closest to your
location.
