[wxqc] Missing error data for CW5851

Fred,
The 2/96 does mean that, but the data is somewhat noisy, and if the
'error' readings are not consecutive in time, then the script assumes
that there is noise, and doesn't bother to report them. This cleans up
the clutter significantly. You are then left with periods of time when
there are continuous 'errors'. These (typically) bear some level of
investigation.
