[wxqc] Missing error data for CW5851

Ok, thats good news, I'll have to go back over the 2300 UTC errors for 
the last few months and and see if I can
correlate them as you explained. On the error lines I was assuming that 
the "2/96" meant two errors out of 96 recieved.
