[wxqc] Rain probability

That is the definition that the local TV station uses. The link I gave is
for a point forecast, not an area, though. I'm going to have to find the
link again, but I read somewhere on the NOAA website that the number refers
to the likelihood of measurable rain at the location for the relevant
timespan. In order to be meaningful, the timespan assumed and the location
must be known.
