[wxqc] Rain probability

The Probability of Precipitation is the forecaster's confidence that
0.01" or more of precipitation will fall at a given location in that
time frame. Note that the forecast says "chance of precipitation" or
"chance of measurable precipitation" and not "areal coverage of
precipitation".
