[wxqc] VWS Wind

I glanced at my weather station data and noticed the strongest wind gust in
the past hour and half was 0 mph. That's right. It's dead calm right now. So
I decided to take weatherunderground's visual tour of the city, showing the
temps and windspeeds of all the stations. All stations except one showed no
wind at all most of the time. If I expanded the view, some more showed up
with some slight wind. No surprise there.

I decided to check on the data of specific weather stations. Every one that
I checked on that had wind was using VWS. One of them, had rapid fire
installed and was showing a steady 2mph breeze. This gave a gust reading of
2 in the rapid fire window. However, on the chart below, and on the data
table, the gust speed was all zeros, with average speed being 2.

Is there some explanation for this, or is there a bug in VWS? The station I
was looking at, specifically, was
