[wxqc] Questions from a Newbie... CWOP Stations in Mongolia and Siberia?

Getting started with CWOP/APRSWXNET is pretty straight forward for most 
people on this list, but it is challenging for people on the wrong side 
of the tracks of the digital divide.  To send data to CWOP, you need a 
computer (or Ham radio setup), a weather station, access to the 
Internet, and some technical expertise (it doesn't hurt to know English 
as most setup instructions are written in this language).  While we 
consider these technologies part of everyday life, for much of the 
world's population these technologies are simply inaccessable.

The Globe Program (http://www.globe.gov/fsl/welcome/welcomeobject.pl), 
funded by National Science Foundation and others, is one of the most 
successful international programs focused on environmental literacy for 
K-12 students.  Some of the Globe schools send data to to NOAA MADIS in 
near real-time, but most do manual data entry through a web form page.  
I found one school participating in Globe in Mongolia in the capital 
city of Ulaanbaatar:

You might think CWOP has stations in this region if you look at Dick 
Stanich's Java plot page. The problem is some people (currently CW0845, 
CW0858, CW6735, and CW6738) don't configure their station position with 
the correct longitude sign, so instead of plotting in the U.S., they 
plot in China. 

Maybe you can prove me wrong and recruit some stations in this region to 
join CWOP?
