[wxqc] MADIS rating

The answer is that there is no explanation (as of yet). However, the 
idea is that the MADIS rating indicates how many of your readings pass 
the QC checks.

I got a bumch of grief from some people who got a red cross, and yet 
they were passing the MADIS checks. This way, you get to see both bits 
of information.

Suggestions for improvement welcome, so expect the fine details to 
change over the coming weeks.
