[wxqc] MADIS rating

Hi,
 
Looks like there is a new feature on the Quality Checking page, called a
Madis Rating.   Is there a explanation for this new rating system somewhere?
I guess I did OK, I got two thumbs up and a 96% QC OK (hover over the
rating) for temperature and two TU and 98% QC OK.
