[wxqc] Data Quality

I'm fairly certain that's the case. The same method applies for the 
other similar QC messages we receive at the NWS (ASOS sites, other 
mesonets, etc...). I'm fairly certain that you only show up if one or 
more of those variables is flagged. I have not seen myself on there and 
didn't expect to be.
