[wxqc] CWOP data quality error

You bring up some interesting points...  it would be nice if the quality reports would comment on these issues...

I first joined this mailing list when I questioned my data's quality.  I 
started sending in data because I thought it would help, and went to the 
analysis page to make sure everything was okay.  I found my temp/RH data 
was "X". I subsequently learned that my data was okay, but the analysis for my 
location was off.  
I wonder if some questions could be averted by explaining some of the biggest 
causes of the red "X" that are not station-related ("You may live near a lake, 
on the side of a mountain" etc.)  Right now a lot of people assume this data is 
not being used, and it's also a little difficult to find out how the data is 
really being used.
