[wxqc] Correct anemometer height

I'd also like to refer y'all to

for siting information in urban environments.  This paper, by Tim Oke 
from Canada for the World Meteorological Organization, is really worth 
considering when placing a weather station in an area with urban canyon, 
canopy or surface layer areas and where a classical mesoscale 
observation site is impractical.
