[wxqc] Baraometer quality problems

Using Weather-Display <http://www.weather-display.com/index.php> software
here that incorporates Steve's barometer
tool<http://www.pensom.org/weather/vptools/vptools.html>and my VP2+
reports altimeter pressure to CWOP with 1
minute resolution.  Much cleaner display than the default 15 minute
readings.  No need to wait for Davis on this one...
