[wxqc] QC reports

Hi Folks,

Sorry if the advice to switch to "rotatewx.aprs2.net" caused some 
degradations.  I have confirgured my WeatherDisplay setup for CWOP to 
try rotate, then failover to socal, then failover to aprsfl.  Its clear 
even "rotate" needs to be backed up.
