[wxqc] QC reports

I think I had indiana as a secondary. I'm not at the computer with the
config right now, so I can't confirm. Probably when arizona failed, Weather
Display automatically went to the next server. Anyway, the main point is
that switching to rotatewx resulted in down time. Why arizona would work and
ratatewx wouldn't if arizona is down I have no idea. Maybe just a
coincidence with some other glitch. A couple hours later, I wound up getting
a gap in the data anyway, about 1/2 hour long if I recall correctly.
