[wxqc] QC reports

Yep... check the CWOP News Page for what is going on:

Anyone using the APRS-IS server "arizona.aprs2.net" to upload reports 
needs to edit their CWOP setup to an alternative server.  We suggest 
using "rotatewx.aprs2.net" which load balances between the available 
Tier 2 servers.
