[wxqc] Fw: your CWOP data

The MADIS QC is based on the average of the closest stations to your 
weather stations.  If the 8 closest stations are inland, but your 
station is on the coasts then your station will potentially fail QC as 
MADIS does not take into account the influence of sea surface 
temperatures and air temperatrure.  I have seen stations fail MADIS QC 
along the Chesapeake Bay during spring heat waves, prior to the Bay 
waters warming up.  MADIS is good, but not perfect.
