[wxqc] MADIS surface map display priority

  While the MADIS Surface Data map subject is current, I had a question regarding it.  The MADIS Surface Data display has default display parameters when initially accessed.  One of them, the "min spc" sets the resolution of the stations being displayed.  In other words, if 2 stations are close together, depending on the zoom factor, one of the stations will be omitted if they are close in proximity to each other. The NWS recently activated hydrometerological data station FSKM3 at a lake several miles from my station.  It appears to record air temperature only.  When this station, "FSKM3" when online, it took display precedence on the MADIS map to my station.  My station will appear when zoomed up very close or if the "min spc" is adjusted to a finer resolution.  So this verbose setup was to ask what determines which station gets displayed when the 2 are in close proximity to one another?  Does a NOAA station take display precedence over a civilian station?  How about airports?
