[wxqc] Something horrible happened (again) at 0735 UTC today

I have been trying to analyze data in the LDAD/mesonet/netCDF files from
the madis-fsl.org FTP server.  It appears to me that there may be one or
more problems.  I have observed that many (not all) of the problems are
happening between 07:00:00 and 09:00:00 UTC.

I have my data from CW3077 sent to APRS at 5 minute intervals, exactly
16 seconds after each 5 minute tic of the clock.  I have been using
socal.aprs2.net:23 as my primary and arizona.aprs2.net:23 followed by
others as backup servers.

I have observed one case where my temperature was wrong.  The netCDF file
has a variable "rawMessage" showing the data received from APRS.  The
temperature posted in the netCDF for my station was not the same as the
temperature in "rawMessage" data.

I have also observed some cases the observed time is more than 15min earlier
than the time received by FSL making the samples out of order.  It appears
to me that the source supplying these data may be at fault.

What is the selection algorithm for determining what sample is sent to FSL?
It appears that FSL ingests my data at about 6, 21, 36 and 51 minutes after
each hour although there does seem to be some considerable variation.  I am
going to try an experiment by sending my data to APRS at 15 minute intervals
instead of 5 minute intervals.
