[wxqc] Coordinate Format Conversion Tool

Hi All:

Someone emailed this link to me yesterday:

It is a latitude/longitude format conversion tool; if you have decimal, 
degree:minutes:seconds, or LORAN (degrees, minutes, decimal minutes), it 
will convert one format into the over two formats.  It is much easier 
than than Topozone's "Coordinate Format" toggle, but it will only 
convert one coordinate at a time (lat or lon) and won't provide negative 
coordinates (e.g. south latitude and west longitude).
