[wxqc] APRS net

hi gerry,
My first review showed the aprs net switching servers on disconnects so I thought it was the problem.
After watching it later, the aprs delay from switching wasn't enough to give me the other indications I was getting.  
I found the primary source of the problem in my hosting service.  Wasn't a CWOP/APRS issue after all.
Again, appreciate the feedback.

  Patty Miller and Mike Barth noted last week (or early this week; it's 
  been a bear) that they're having problems w/ MADIS.  I suspect that may 
  play into it.  However, you said you were having problems connecting, I 
  believe.  That's why I offered up first.  It shouldn't choke and the 
  data will get to the same place.  The other server remains the primary 
  for CWOP.  I just happen to host one of the core APRS servers here.
