Thanks for the feedback, looks like the aprs is actually ok, some re-routes but not the actual delay.  Problem appears to be external to aprs.
Have verified my upload speed via http://www.dslreports.com/stest?loc=2<http://www.dslreports.com/stest?loc=2> and now sent inquiry to host service.

Appreciate the feedback.

  You can also point to first.aprs.net and it should be OK...  aprswest is 
  the normal cwop entry but I believe things will flow satisfactorily via
