[wxqc] Administrivia

If you try and post a message to the wxqc list and get a notification 
that the message is being held for the administrator, then please follow 
the instructions and resubmit from a subscribed address.

I *try* and approve the real messages that end up in this queue once 
every day or so, but there are typically 30-50 messages offering 
services of a dubious nature (or phishing messages) that I have to 
filter out. I suspect that sometimes I filter out real messages as well.
