[wxqc] Ongoing MADIS ftp/web server problems

I spoke prematurely.  Even with new hardware in place, problems
are continuing.

MADIS ftp and web users,

We have repaired the problems on our ftp servers (ftp
rftp.madis-fsl.org and pftp.madis-fsl.org) as of this morning.
Archived data from prior to 4/18 have not been affected and are
intact.  However, we had to rebuild the real-time file system so data
from 4/18 through this morning will need to be repopulated.  For the
upper-air datasets this will probably be completed this afternoon.
The surface datasets will be fully restored as of a week from today.
Please accept our apologies for any inconvenience this may have
caused.

We are still working on getting the web server fixed, we will let you
know when this has been done.
