[wxqc] VWS & Text to speech

All,

    My good friend Dan Turner, WA4BRO has set up a text to speech 
application using VWS's data files.  If you would be interested in 
seeing how this works, Dan would like to have other stations text files 
to convert, and place on his website.(Currently only works with VWS)   
He has also written a how-to for the software that accomplishes this
